Just how our new city will become "globally famous" is not explained by the bubbly-quaffing councillors.

"Globally infamous" might be a more accurate description as overseas visitors, lured to our new city by spurious advertising campaigns, shudder in disgust at pavements fouled by dog dirt and littered by discarded chewing gum.

Quite what they will make of our legions of wretched, wall-to-wall beggars and council-inspired traffic jams is worrying to say the least.

On a very sunny day, they might even confuse us with Calcutta, which is also a city. But I can't see them going away impressed by our cleanliness. Or hurrying back for a return visit.
