A landowner is set to win approval for plans to develop Shoreham's derelict Ropetackle area.
Kevin French originally wanted to build 40 flats on part of the site, which fronts the River Adur, but councillors rejected his plans.
Now a new outline scheme is set to be approved when Adur Council's planners meet on Monday.
The South East England Development Agency, which owns most of the land, has earmarked it for a £20 million redevelopment as part of the Shoreham Harbour regeneration scheme.
It will include houses, a town square, a riverside walk, offices, restaurants and bars.
Mr French, of Lavington Road, Worthing, owns about an acre of land where the former Riverside Motors premises were.
His application to build 40 flats there was turned down last year because it was not considered to be a mixed-use development.
Mr French has now made a revised application, which is expected to get the go-ahead.
He said: "We are now looking at a mixture of homes and business uses on the site.
"We cannot be more specific at this stage because we are still talking to the council and SEEDA about what will be allowed on Ropetackle as a whole.
"There is not enough room on my part of the site for things like a town square. But we are looking to develop something which will be of benefit to the whole community."
