Alarge extension to a superstore has been given the go-ahead despite fears it could depress trade in other parts of the city.
Brighton and Hove planning committee approved the scheme for Asda in Hollingbury eight to three after a long debate.
Green councillor Rik Child said the scheme would hit that part of Brighton hard.
He said the extension would suck the life out of the city centre and most people would go by car.
However, Stanmer ward Labour councillor Pat Hawkes said Asda was a highly successful store which was easily accessible by bus. Extending it would be welcome.
Tory councillor Peter Willows said small businesses were closing because of big supermarkets. But fellow Tory David Smith said people had forecast disaster for Hove's Boundary Road when the West Hove Sainsbury's was extended and it had not happened.
