A pensioner was purported to have let his dog off the lead in Brighton, resulting in a £200 fine.
Would someone explain to me why it is, then, at any time of the day, in our "fair city", one can always see scraggy dogs walking alongside their equally scraggy owners with not a lead in sight and they get away with it?
Where's the justice?
