Since Brighton is supposedly the alternative and environmental capital of the South of England, why doesn't the council follow the example set by Bath and provide each home with a council-funded "green box" in which to put newspapers or tins, etc, for collection and recycling on a weekly basis?

The service in Bath is operated by horse and cart. It's so environmentally-friendly. Brighton could go a long way towards setting the standard.
