Kelvin Tatum was disappointed to miss out on the chance to ride again for Eagles.
The world long-track champion from Horsham was geared up for action in this weekend's cup double-header against Oxford.
After terms had been agreed for Tatum to help out Eagles in the after-math of Joe Screen's injury, the plan hit the buffers.
Tatum's average was discovered to be 0.01 of a point over the limit.
Said Tatum: "It's very frustrating. One minute I was in, the next I was out."
Joe Screen is out of hospital and recovering at his Warrington home.
He has had the bone in his thigh pinned but will not return to racing until after the pin has been removed, probably for the start of next season.
Eastbourne supremo Jon Cook has not ruled out Polish rider Tomasz Bajerski joining Eagles.
The deal, which fell through last week, could be resurrected.
Another name to conjure with is Roman Povazhny, the Russian who rode for Eagles a couple of years ago.
Eastbourne rider Brent Collyer has gone back to Arena Essex on loan.
Collyer rode briefly for Arena last season before being sidelined with a broken shoulder.
Henka Gustafsson, who went close to a shock victory in the first Grand Prix of the season after getting in as a replacement for Joe Screen, has parted com-pany with bottom side Belle Vue after a run of poor scores.
He said: "This has done my head in. I think the best thing is not to ride in Britain at all."
