Maybe an Argus reader can tell me, because it appears Brighton and Hove City Council's countryside rangers can't, why the "closed" public right of way leading to Pickers Hill Farm in Saltdean is open to cars, horses and dogs (off leads) which belong to the horse owners yet, if I walk up there with my dog, I'm considered a risk and liable to a £5,000 fine.
