A man seen stealing jackets from a city centre store was arrested by police when he returned for more.
Darrell Jacobs put on two denim jackets underneath his own coat at Top Shop, Western Road, Brighton, and left the store.
Jacobs, 24, of Hereford Street, Brighton, was confronted by police and security guards when he returned and stole again.
Unemployed Jacobs admitted stealing and resisting a police officer when he appeared before Brighton magistrates.
The court heard he ended up in a struggle on the pavement with a police officer who handcuffed him.
Ronnie Tremlett, defending, said Jacob was frightened and extremely intimidated when he found himself faced with the police officers and he panicked.
The case was adjourned for pre-sentence reports and he was bailed until June 18.
