Angry residents packed a meeting to protest against problems which have left their streets lined with rubbish.
They demanded to know what Brighton and Hove City Council was doing to improve collections in the Brunswick and Adelaide areas of Hove.
Both districts were badly hit by disputes which affected refuse collections carried out by refuse collectors Sita over the summer.
Almost 100 people crowded into the meeting, organised by local Liberal Democrat councillors.
Among those attending was Jonathan Fortune, neighbourhood services manager with the council.
Residents and traders heard how the Brunswick Square and York Road areas were among the worst affected.
Some rubbish remained uncollected for up to three weeks during the summer.
Among the suggestions to improve the service were more regular collections, communal bin areas and a scheme to encourage people to cut back on rubbish.
Councillor Dave Watkins, who chaired the meeting, said: "It was an excellent meeting, giving residents a unique chance to express their views.
"Another meeting has been arranged in a month's time."
