The United Nations should set up a fund to compensate all the victims of the terrorist attacks in the US and all the companies for loss suffered.
The fund should be financed by Islamic countries with contributions assessed by way of each country's GDP. Those countries too poor to contribute should have a contribution paid into the fund by a deduction from their aid. Any Islamic country unwilling to contribute should have its assets in the West seized and its contribution deducted and paid into the fund.
If the the countries harbouring terrorists see they have to pay for any damage, they would soon put a stop to terrorism. If a prospective terrorist sees the World Trade Centre rebuilt with Islamic money, he would ask himself if the action was worth it because, ultimately, it only resulted in taking bread from his bretheren.
The World Trade Centre rebuilt with Islamic money would be a lasting reminder to all such terrorists of the futility of acts and a symbol to Americans that action was taken against the terrorists.
The Afgan government should be told execute Osama bin Laden and invite UN observers to confirm his death, since that is a small price to pay for peace.
