Drugs with a street value of £350,000 were recovered in a joint operation by Sussex and Surrey police.
East Downs officers were involved in stopping a vehicle and searching a premises on Tuesday.
David Moore, 34, of Livingstone Road, Thornton Heath, and Alfred Fernandez, 61 of Station Road, Bexhill were arrested and appeared at Croydon magistrates court on Thursday. They were remanded in custody.
Detective Sgt John Cousin, who took part in the operation, said: "This joint operation has resulted in an immense amount of illegal substances being removed from the streets of East Sussex.
"Faced against the success of last month's Blockhouse operation where we arrested more than 80 people in a two week period, this kind of operation shows that we are committed to bringing to justice those who are allegedly involved in drug dealing."
