Plans for a surfers' cafe have been given approved by Brighton and Hove councillors.
Ocean Sports plans the restaurant next to its shop at the west end of Kingsway in Hove.
Some neighbours and nearby cafes objected to the proposal, saying it could result in competition and noise.
Brighton and Hove City Council planners approved the scheme 11-1, with only Tory councillor Peter Willows voting against.
He said it would be unfair on the nearby cafes and that it would add to traffic problems on the seafront.
Labour councillor Les Hamilton said most of the other cafes did their main trade in the morning before the new one would be open.
Labour councillor Heather James said: "The south side of Kingsway is not attractive at this point but Ocean Sports has improved it dramatically with the Art Deco facade and this will add to it."
