Cash-strapped Brighton and Hove City Council does not need to spend many thousands of pounds installing a lift at Hove Library to save elderly and disabled people walking upstairs to the reference section.
It would prove easier - and very much cheaper - to swap the children's library to the ground floor. Those who cannot manage the stairs at present would be provided with the reference section convenient on the ground floor, near the entrance.
