A waterside promenade could be part of plans to revitalise a historic harbour at Shoreham.
There are also plans to include public boat-launching facilities and a car park.
The scheme would be paid for by allowing some homes and commercial development on the Riverside car park at Ferry Road, Shoreham Beach.
The new buildings would also shelter the public areas from prevailing winds.
It is part of the Shoreham Maritime regeneration strategy and proposals have been drawn up by Robert Rummey Associates.
Their suggestions, submitted to Adur District Council, will go to public consultation, which will include an exhibition early in the New Year.
A council spokeswoman said: "They have worked closely with residents, boat users and other groups to improve the area.
"The proposals will include high-quality open spaces, planted areas and seating, where people will enjoy views across the harbour."
