New plans for a large business park at Hove's old Alliance and Leicester site look likely to be accepted by councillors despite strong opposition.
Last year, Brighton and Hove planners deferred an application from Cuckfield Hove for the site in Orchard Road, Hove.
They asked the developers to think again about some aspects of the scheme, including parking and the effect on neighbours.
Now Cuckfield has revised the scheme, which includes moving an office block further away from the Droveway and omitting the top two floors and an illuminated tower.
A housing area has been moved further away from Orchard Road and all trees there will be retained.
Neighbours still claim the scheme will be overbearing and cause traffic problems.
But planning officer Ian Coomber said there would be much more landscaping and high-quality design would give a unique opportunity to provide a business park setting.
He said: "It is likely to attract inward investment as well as providing for the needs of expanding home-grown business."
Mr Coomber said the revised scheme was now more acceptable and should be approved.
If passed, the scheme would provide three large office buildings with 669 parking spaces.
There would also be three blocks of 65 flats with 96 parking spaces and a day nursery.
