Former Tory councillor Doreen Radford has been elected to a new post.
She is the first chairman of the Brighton and Hove Older People's Council.
Mrs Radford was the matron of a local private children's home.
She is a trustee of Brighton and Hove Almshouses and a lay inspector of nursing and care homes.
Mrs Radford said: "The older people's council is now in business. We have formally agreed a constitution and a code of conduct for members.
"We can now move forward to devise a working pattern, which will strengthen our links with the council and the public."
