Sussex police are targeting known football thugs to stop them travelling to Holland for England's friendly match on Wednesday.
Extra officers are working round the clock at Gatwick alongside those with specialist knowledge of hooligans.
Potential troublemakers will be prevented from boarding planes and could have their passports taken away.
Sergeant Richard Hamlin, from Brighton, who is supervising Operation Meson, said: "Law-abiding members of the public have nothing to worry about."
