The circus is set to return to Hove seafront for a summer season.
Zippo's has visited Hove for the last two summers, using the No 1 Lawn just west of the King Alfred Leisure Centre.
Councillors are tomorrow expected to approve granting landlord's consent for the circus to be staged there between August 15 and 27.
The circus includes acts with horses and dogs but no wild animals. It conforms with the council's animal welfare charter.
Tory ward councillor Brian Oxley said: "We feel the council has already made up its mind but we hope the light and noise disturbance can be reduced this year for residents.
"This is the third year on this site and there should be enough experience now in determining what level the lights and noise are to avoid disruption."
