Brighton and Hove has been given odds of 16/1 to be named European Capital of Culture.
The city is one of 12 in Britain to have submitted its bid for the 2008 title.
Bookmakers have installed Belfast as the favourite, with odds of 10/3, with Newcastle and Liverpool joint second at 7/2.
Cardiff is 6/1, Birmingham 8/1, Bradford and Bristol 12/1, Oxford 14/1.
Brighton and Hove, Canterbury and Inverness are all at 16/1 with Norwich at 20/1 Prime Minister Tony Blair will choose the winner next spring.
