Brighton and Hove Albion's plans for a community stadium at Falmer will be tested at a public inquiry in September.
Brighton and Hove City Council's Local Plan will be the subject of an inquiry starting on September 24.
The council has had thousands of representations about the plan and most of them are about the community stadium proposed for Falmer.
It is likely the Albion's two planning applications for sites at Village Way North and South will also go to public inquiry.
Cabinet environment councillor Chris Morley said if that happened, he hoped it would be held concurrently with the Local Plan inquiry.
He added: "This would allow a consistent and informed decision to be reached on both the applications and the policy within the Local Plan."
Another contentious issue in the Local Plan is a proposal which would exclude any park and ride sites north of the bypass.
Environmental groups support it but Planning for Business and the Brighton City Centre Business Forum oppose it.
Opinion is also divided on the council's proposal for affordable housing even in small private residential developments.
Owners of Preston Barracks say the council's proposals for the site do not include enough shopping.
Objectors to policies for Sussex University are worried further development could harm the downland around the campus.
The inquiry will help resolve these and other issues so the Local Plan can become the development blueprint for the city.
