Lewes sealed the division two title with a 3-0 victory at Wivenhoe Town.
Ross Venables put them ahead with a header at the far post following a left wing cross by John Palmer after six minutes.
Lewes' second on 21 minutes saw the roles reversed with a cross from Venables headed in by Palmer.
Wivenhoe hit the post through Danny Smith 15 minutes from time before Lee Newman netted the third goal helped by a deflection off home defender Kevin Hughes.
Rooks' title rivals Horsham finished their season with a 2-1 defeat at Ashford Town (Middlesex.
The Hornets took the lead in the 19th minute. Home goalkeeper Paul Burgess kept out a Steve Payne volley but the winger followed up to force the ball home.
Horsham's David Flemming was narrowly wide just before the break but the hosts hit back and Vince O'Sullivan fired over before they equalised on 63 minutes. Eddie French foiled Richard Butler before the home player forced home the resultant corner.
Flemming missed another opportunity but Ashford clinched the points with an injury-time winner from William Powell.
Bognor cemented fourth place in divison one with a 1-0 victory at Slough Town and Jack Pearce praised match-winner Simon Funnell.
Funnell scored in the 30th minute when Richard Hudson drove at the home defence from his own half, before finding the striker out wide.
Ace Funnell's first-time shot with the outside of his boot flew into the far corner past Steve Mautone.
Manager Jack Pearce said "We needed Simon's spectacular effort to get the points after creating a few chances.
"I was pleased with the result and the football we played at times. Since we knew our chances of promotion were over we have played some lovely neat football."
The home side looked more threatening in the opening stages, with Junior Haynes shooting across goal and Michael Bartley heading wide.
Bognor settled and, when Hudson played a delightful ball in behind the home defence, Nicky Wyatt was only beaten by the alertness of Mautone.
Mautone was again the saviour for the home side when Wyatt reacted to a flick on, with the goalkeeper tipping his volley onto the crossbar and behind for a corner.
Hudson then drove over a low cross which was diverted behind his own goal by Keith McPherson, before Funnell saw a curling effort turned away at the far post by Mautone.
Matt Russell could have increased the lead minutes later, but, having met a Funnell flick-on, he shot narrowly wide from outside the box.
Late in the half, Neville Roach shot over from close range, before he was denied by a fine save from Craig Stoner.
The second period was more even. Slough had an effort which was diverted by Miles Rutherford.
Wyatt shot wide for Bognor and Russell fired past a post after being found by Funnell.
