Nothing causes more exasperation to motorists in Brighton and Hove than parking problems.
Now builders in busy areas are angry at being charged for waivers allowing them to park on yellow lines in areas where there is no alternative parking.
The charge of £3 a day is in line with that made by many other councils but some traders say they cannot afford it.
Unfortunately there is widespread abuse of parking restrictions, even with the new regime introduced when the council took over enforcement from the police.
Many accidents occur because of bad or thoughtless parking and the council has to be tough.
It is also piloting a scheme of permits aimed at businesses such as plumbers and locksmiths who do not need to park for such long periods.
Like the builders, they are angry at having to pay for these. But with parking space at a premium, there is no reason why they should not have to pay like everyone else.
