More than 50 neighbours have objected to plans for a mobile phone mast on the top of a hotel.
Orange asked Brighton and Hove City Council to undertake a survey on plans for the Dudley Hotel in Lansdowne Place, Hove.
Councillor Paul Elgood said 51 out of 52 neighbours who replied objected to the mast and the three local residents' associations also made objections.
He said: "They were very concerned about the siting of the mast in a densely-populated area. They have not been convinced by arguments which say such masts are safe.
"Some of them said they were happy to have poorer reception if it meant there was no mast."
Coun Elgood said he would ask Orange to find an alternative site in view of the strong objections to the hotel mast plan.
Councillors will submit their response within a few days and any neighbour still wishing to comment can do so by ringing Coun Elgood on 01273 291162.
