Councillors are expected to approve a new system for working out how much social care some adults need.
The assessment system is going before the new adult social care and health committee on Monday.
It will divide people into four bands of need, based on the risk to their independence. They will be critical, substantial, moderate and low.
Care services would be targeted mainly at people in the critical and substantial risk categories.
Those with moderate needs would be eligible if there is a strong likelihood their condition could deteriorate within 12 weeks of assessment.
People with low-level need would be helped to get in touch with organisations providing care services.
Adult social care councillor Gerry Kielty said: "The system we are considering would be clearer, fairer and more consistent. It would enable resources to be targeted at the people who need them most.
"Continuing investment in preventative care will enable as many people as possible to maintain their quality of life."
