A leading councillor has said a threat by traders to disrupt traffic with a second go-slow protest is bizarre and unreasonable.
The drivers want to meet Brighton and Hove city councillors to discuss their grievances over having to pay £3 to park on yellow lines while working.
Councillor Chris Morley, who chairs the environment committee, said the council had already met traders, listened to their objections and said obtaining waivers would be made easier.
He said: "They haven't responded to our proposals and another meeting has always been on offer.
"I'm bewildered by their behaviour and disappointed they once again wish to inconvenience other motorists during the morning rush hour."
Traders said the council's main concession of offering to open the parking shop in North Road earlier was poor.
But Coun Morley said the decision to introduce waivers to control their parking was sensible.
He said: "A £3 daily charge is a small price to pay for safe parking.
"It is unreasonable for tradesmen to believe they should be exempt."
