The Brighton North Street branch of Burger King has been ordered to shut at 1am instead of 3am because of early-morning trouble from drunks.
The restaurant applied to Brighton and Hove City Council for renewal of its night cafe registration until 3am.
The licensing committee was told the restaurant had employed extra door staff and implemented a "robust" admission policy.
Burger King said most trouble occurred outside rather than in the restaurant.
But Sussex Police said officers were regularly called to deal with violence, drunkenness and disorder.
They said the late-night opening of Burger King made it a focal point for trouble after other places had closed.
Councillor Jeane Lepper, who chairs the committee, said: "We had a graphic description of the difficulties caused by public order problems. It was quite horrendous."
Imposing the 1am curfew, councillors stipulated that CCTV and recording equipment should be fixed according to police specifications.
They also said that doormen should regulate entry on busy evenings after 9pm and that the Duke Street entrance should only be used as an emergency exit after 9pm.
