How can Brighton's "circuit touristique" of little plaques on the pavement possibly have cost £42,000?

I picked up a leaflet to follow the trail and there isn't even any information about the places on it. It's not useful at all.

Surely a local guide or historian could have been asked to contribute some information about the sights it passes to make it more interesting?
