Totally irresponsible is what I call any council that allows parties, big or small, on a beach where it knows drinks will be consumed and bottles and glasses may be broken.
A beach is for bathers, where people walk in bare feet. A big field should have been used.
At least the broken glass would have been less dangerous because people would be wearing shoes.
