A councillor is demanding a map be produced of all the masts in Brighton and Hove.
Liberal Democrat councillor Jenny Barnard-Langston said: "We still do not have the long-awaited mapping of the masts across the city, despite a massive campaign by The Argus and requests by myself and others."
Last month, the city council's planning committee turned down five applications for masts, partly on health grounds, against the advice of council officers.
Coun Barnard-Langston said: "Without the mapping we are unable to tell the telecommunications companies that we consider further masts to be unacceptable and are saturating the city.
"We are reasonably sure that is the case, as are the residents, but we simply do not have the evidence."
She wants the policy on masts to be discussed by the committee at its meeting next Tuesday.
