Why does Brighton and Hove City Council fail to enforce its bylaws about lighting fires on the beach and cycling on Hove seafront?

Last week, I saw three fires lit on the strip between the Hove bandstand and Brunswick Square, while, every day, cyclists ride along Hove seafront, ignoring notices threatening them with fines of £500 for doing so.

If the council cannot afford wardens to enforce its bylaws, it should remove its warning notices.
