I am surprised we are even considering using a tram system. That type of transport went out with the Dark Ages.
It is extremely expensive and disruptive to install, with dangerous rails. The best form of public transport for Brighton and Hove would be plenty of 40-seater single-deck trolleybuses, not too wide. They are quiet, fast and memorable. My wife was a conductress on trolleybuses in the East End of London during the Blitz so I know how preferable they are to fixed-route vehicles.
In the case of road problems, they can lower the power poles and divert, using their batteries. They are comfortable too. Single-deckers can also be used on any route and more can be used during peak hours by not using a rigid time schedule.
I hope, already being £8.5 million in debt, no more of our money is frittered away on stupid ideas.
