Swimmers using a public swimming pool in Newhaven have failed to secure cheap parking at a nearby multi-storey car park.
Lewes District Council was considering subsidising parking at the Newhaven multi-storey car park for users of Seahaven Pool and Gym.
People using the council's other leisure facilities - Downs Leisure Centre in Seaford, Meridian Leisure Centre in Peacehaven and Lewes Leisure Centre have free on-site parking.
Visitors to Seahaven either have to leave their cars in the multi-storey, in other car parks or on the street.
Several swimmers complained of the cost of using the pool after charges at the multi-storey were increased from 40p to 65p for the first hour's parking.
The council has now decided not to introduce a subsidised scheme.
The Cabinet ruled it could cost the council too much and might benefit only a small percentage of users.
They said it might also encourage increased car use which would have a negative environmental impact.
Councillors rejected the idea of a six-month trial in which pool and gym users would have their first hour's multi-storey parking fee refunded when they paid admission to the leisure centre.
