Sussex Learning and Skills Council has published a workforce development plan for the county.
It addresses the skills needs of employers and employees and follows a six-month consultation.
Executive director Henry Ball said: "We now have a clear plan to help Sussex grow a world-class workforce.
"Our goal is to develop more top-class managers, information technology professionals and craft technicians.
"We also need to build a literate and numerate workforce that is adaptable to change in the 21st century economy."
Key actions include investing in the capacity of Sussex training providers, public and private, to meet key sectoral needs.
Mr Ball said: "Learning brings major benefits to everyone in the community and has been proven to provide the basis for a successful economy.
"The Government has commissioned us to build a world class workforce in Sussex and we can't do it alone. We need everyone to pull together and play a part if this is going to work."
