Plans to put in 2,000 extra seats at Withdean look like being delayed until next season following objections by nearby residents and Brighton and Hove Athletics Club.
No date has been set yet for Albion's application to be heard by Brighton and Hove Council.
"Unless it goes to committee quickly it's not worth putting them in this season," said Perry.
Meanwhile, Albion are exploring alternative venues for reserve matches, with Crawley's Broadfield Stadium at the top of the list, following consecutive postponements at Woodside Road, Worthing.
