I heartily concur with The Sentinel's remarks about the minority of dog owners who do not clear up after their pets, suggesting the responsible majority brings them to heel.
I should be glad to do so, except firstly, it is rare to catch them at it and, secondly, the reaction to a polite and friendly offer of a plastic bag can be anything from an embarrassed "It's okay, thank you" to downright rudeness and worse.
Maybe a better way to stop them would be to have a few well-publicised prosecutions. There are notices up saying it is an offence.
