Too many drivers are breaching a parking cordon on Albion match days - but the club is unlikely to face a fine.
Brighton and Hove City Council could impose a fine as part of an agreement made when temporary planning permission was given for Withdean Stadium in Brighton.
Instead, the club will be asked to fund controls within the cordon to reduce the number of fans parking there.
The parking ban was set up on match days around the ground to prevent problems for people living nearby.
A report on last season by council officials says that the cordon has not been well observed and the worst affected areas are streets close to the stadium.
But generally, the unique agreement with the club over transport seems to be working well.
Environment director Jenny Rowlands, says the use of park and ride by supporters has been consistent and encouraging.
About 55 per cent of fans are using sustainable modes of transport to reach the ground and this does not include walking or taxi rides, which are hard to count.
She added: "The club and supporters have continued to work consistently to honour the legal agreement."
