A taxi driver has lodged an appeal after the number of people he can carry in his cab was limited.
Under existing licensing conditions, Raymond Enticknap, of Hudson Close, Durrington, Worthing, can carry five passengers in his Ford Galaxy.
But Mr Enticknap regards the conditions as unreasonable and would like the vehicle licensed for six passengers.
Last October the owner of a similar vehicle was allowed to carry six passengers, forcing the borough council to redraft its Hackney and Private Hire Licensing Conditions.
But the new handbook is not ready and Mr Entickap feels he is being put at a disadvantage while he waits for the rules to be officially amended.
A report to the council's licensing and control committee on Tuesday, January 21, states: "There is an increasing need by the public for vehicles to be able to carry a party of six passengers.
"This leads to greater economic viability for the trade and removes the need to supply two vehicles with consequent increased fuel use, congestion and pollution."
