Consider two subways primarily under the same road, the A27 or A271.
Both subways are prone to flooding. One serves Sussex University to Falmer station. The solution is to spend millions of pounds on a new subway.
The other serves as a link between two council estates, Coldean to Moulsecoomb.
The solution is to make the user of the estate subway walk half a mile and back to a pelican crossing. Double standards, I think.
