Council house rents in Brighton and Hove could rise by up to £3 a week.
The increase of 2.3 per cent follows two previous years of low rises.
If councillors agree at a meeting on Wednesday, the average rent will be £51.92 a week.
But all rents will be calculated individually so that while most will rise, some will fall.
The maximum rise for any tenant will be £3.23 a week and the biggest decrease will be 64p.
A report says the council is acting within Government guidelines but the Brighton and Hove rise will be lower than the national standard increase.
There are 13,000 tenants in the city. Many of them receive housing benefit and do not pay the full rents.
Consultation will take place with tenants before any increase is finally put in place.
