Adur District Council is being recommended to reject Southern Water's plans for another sewage works at Shoreham harbour.
Southern Water is looking for a site for a new wastewater treatment works to serve Brighton and Hove.
The firm is consulting all local authorities concerned and has named eight potential sites, one of which is the harbour.
Council officers have prepared a report which states the harbour fails to meet a number of government criteria and conflicts with the Shoreham Maritime Regeneration Strategy.
It will be presented at the council's executive policy board meeting on February 4 at 7pm.
Council leader Neil Parkin said: "This is an important issue for the people of Adur and I would like local people to hear the debate and take part if they wish.
"Members of the public will have an opportunity to voice an opinion at the beginning of the meeting."
