An equalities liaison officer has been appointed by Worthing Borough Council.
Andrew Lee, 37, will work a three-day week in the £25,500-a-year-post on a pro rata basis.
Mr Lee, who was previously employed in the voluntary sector in Somerset, said the appointment was part of Worthing's on-going commitment to ensuring minority communities were properly consulted and had fair and equal access to services and council employment.
He said: "The council has a race equality scheme but it is essential we extend that work to other minority community groups in the borough."
About one per cent of Worthing's 100,000 population is from ethnic minorities but Mr Lee said he would also help women and disabled people to overcome discrimination.
He said: "Equality is not just about ethnicity."
