Concerns about noisy vehicles and breaches of council regulations have meant a business centre will not get an extra 30 minutes per day to trade.
Becket Pension Trust had applied to Worthing planners for permission to keep the Oaklands Business Centre in Elm Grove, Worthing, open until 6.30pm on weekdays.
The centre, which is normally open from 8am to 6pm, is used for office and light industrial work.
Worthing Borough Council received five objections to an extension of opening hours, with opponents saying it would intensify parking problems and increase noise disturbances from fork lift trucks and delivery vehicles.
A council report said recent complaints stated how people living nearby had been disturbed by deliveries arriving at the centre before 8am and advised a breach of conditions notice should be served.
The report said: "This current application only proposes an additional half-hour during week days and, given the level of traffic and activity in Elm Grove, it could be argued there would not be any significant harm to local residents.
"However, in view of the history related to this site and the breaches relating to the original opening hours condition, officers are concerned about extending the hours even by half an hour."
