In the week that marks the 50th anniversary of Stalin's death, it is
a remarkable coincidence to see Brighton and Hove City Council "encouraging" people who are unable to obtain housing to move elsewhere in the country.
Wherever he is now, the old dictator must be pleased that, in at least one part of the world, his heritage is alive and well.
