Three councils could combine their efforts to tackle graffiti.
Worthing borough and Adur district councils are looking to go into partnership with West Sussex County Council to deal with the on-going problem in the area.
Both Adur and Worthing councils have noted how working together to remove graffiti has a number of benefits, including the possibility of government funding.
Adur and Worthing councillors agreed to unite their removal efforts and seek funding.
Worthing executive for planning Chris Sargent complained it may take three years for graffiti to be cleared from phone booths.
He said he had spoken with a representative from phone company NTL and been told the firm had "maintenance set at different levels and graffiti clearing is three-yearly".
Mr Sargent said: "I could graffiti a phone booth on my way home and it could be there for three years."
