From the perspective of a city whose outskirts, where built up, are primarily residential, erecting a multi-function community stadium could be conceived as an amenity.
This begs the question of a local or regional need beyond sport, leisure and other mass events.
A more daunting query could be appended to probable emerging plan policies. The infamous section 106 lurks in the council chamber's core document library. Should this application fail, what price a campus annex, industrial or business estate or, worse, another Goldstone retail park?
This is almost a contradiction in terms when considering, planning and debating the forthcoming attractions of the National Park.
