Brighton and Hove's embattled Labour group has drawn up plans to continue running the city council following last week's election upset.
Labour lost its long-standing controlling majority on Thursday night, leaving the council with no overall party in control.
It will suggest it forms a minority administration headed by current leader Ken Bodfish.
If this is agreed, Coun Bodfish will chair the powerful policy committee with two deputies.
Coun Sue John will be in charge of partnership working and culture while new councillor Simon Burgess will take care of finance. Coun Jack Hazelgrove will continue to be in charge of housing while Coun Gill Mitchell will be environment councillor.
Children's services will be looked after by Coun Pat Hawkes while Coun Gerry Kielty will continue to be in charge of adult services.
Coun Brian Fitch will remain as chief whip.
Coun Bodfish said he has already put out feelers to the three other parties in order to seek their views.
Labour will have to get the backing of at least one other group on the 54-member council to get its policies through.
