Traders have raised a petition with hundreds of signatures against proposals to limit car waiting times in a busy shopping parade.
The businesses in South Street, Lancing, say the new restriction will lose them trade.
At present there are no parking restrictions outside shops and cafes at the south end of South Street.
But residents have complained people using nearby pubs and the beach take up parking space all day, leaving no space for shoppers.
The traders say imposing a two-hour waiting limit means customers who need longer, for hairdressing appointments or meals, will not have enough time.
Angela Mills, of the Hop-in Cafe, said: "It's just not fair to do this.
As far as I am concerned, it should stay as it is. "I have staff who drive to work and what are people who live here supposed to do?
"Our police cannot enforce these rules and regulations because we haven't got enough of them."
