Charity canvassers could be stopped by new laws.
David Lepper, Labour MP for Brighton Pavilion, is calling for legislation to end some charities' actions.
The Government has told Mr Lepper new laws may be the only answer.
Mr Lepper has received many complaints about people who persistently ask passers-by in busy shopping streets to commit themselves to charities.
So have Brighton city centre manager Tony Mernagh and Peter Stocker from the North Laine Traders' Association.
The Brighton Pavilion MP said traders had complained canvassers' actions were off-putting.
Junior Home Office minister Fiona Mactaggart said the Government was considering legislation but she was not sure when.
She added that there was a regulatory association for professional fund-raisers which monitored their activities.
Mr Lepper said concerned traders should contact that association.
He added: "I will urge the Home Secretary to make sure a Charities Bill is put before Parliament."
