Seafront para-karters are defying a controversial ban.
Worthing Borough Council has put up signs in a bid to stop the sport on Goring greensward.
But youngsters are still turning up with their giant kites, which pull them along on karts or skateboards.
The council, without consultation, imposed the ban amid fears there could be an accident involving a kart colliding with a pedestrian.
But critics say the same argument could be used with regards to cycling along the seafront, which the council is keen to promote.
Goring councillor David Marchant said council beach officers stopped very few cyclists using the promenade or coastal path, while prosecutions were unheard of.
He said: "Anything that keeps young people occupied in sporting activities should be promoted rather than banned."
Many of the para-karters gathered in the evening, when only a small number of people crossed the greensward.
