Every summer, Brighton and Hove city centre gets jammed with holidaymakers - and experts predict the situation could get worse.
Although car use has apparently fallen in the city over the past three years, it is thought the numbers of vehicles on the roads nationwide will leap by a quarter by 2010.
But city planners realise that for a resort already filled to bursting with vehicles, further increases are unsustainable. The brakes have to be applied somewhere.
One possible solution is congestion charging.
However, this alone would not solve all of Brighton's problems. It would have to be brought in with an integrated public transport plan, including park and ride provision on the edge of the city.
Something has to be done and congestion charging could be a solution. But it is not the only answer.
